Where to look for a trailer VIN

I just bought a small boat and the trailer was free - so no Bill of Sale, etc for it so stupidly I didnt get the VIN and the previous owner is uncooperative. this is a 17' Cox trailer. Some of it has been painted.

where would I find the VIN? I have already looked alot. thanks

Should be up by the Tongue. If you cant find one you can always register it as a home built. You will prabably need the length and the weight of just the trailer without the boat.

Some times it can be stamped on the axel, but normally up near the tongue.

here in maryland you just take it to the dmv and they will reg it and give you a new vin on a metal tag to attach to the tongue.
