Well, I'd just keep an eye on craigslist and look for anything that's cheap. Just look them over to ensure that the bindings are in good condition, and that the skis are structurally sound. I found a pair for my son to learn on last spring for $30 that way, the people got rid of their boat and were selling off all the toys that went with it.
We went to the lake the next day, he got up on his second try with them and the rest is history. It's not like I gave him any great advise either, since I've never water skiid (I was pretty good on snow skis, but I'm sure that's totally different).
