I have a 28 hp evanrude Speeditwin. Mod.# 282003r Ser # 02778. I need a new carb. Because I think alot of parts on mine are worn out. I bought a rebuild kit but only had gaskets. It runs real rich, smokes like a train. The rich/ lean rods rotate when engine is running. Some of the screws to hold them inplace are missing. The exhaust is real white. and alot of black oil at the exhaust hole. And I didn't see it peeing the last time I got it running. Are there parts available or a differient carb that is interchangable? And do I need to get a new water pump? Any help for the old thing.:confused:

You're not likely to find a new carb, unless a later model 33 HP one would fit, but there is probably not much wrong with the old one. It isn't likely to be worn out. What holds the rich/lean needles in place is the packing (supplied with the kit) and the packing nut. The packing nut compresses the packing (fiber washers) and that friction keeps the needles in place.

If it's not pumping water, then the impeller or water pump needs to be replaced.
