What reason causes the engine milky oil?

My friend has a boat with running condition. But the engine oil is milky. What reason causes the water leaking and how to fix it? How much is the budget?

motor is Mercruiser 1989.

milky oil has water in it. Could be coming from any number of sources. Budget could be from a couple of hundred for a cracked/worn out exhaust manifold to thousands of dollars if the block is cracked from a poor/nonexistant winterization and the engine freezing. Owner will need to figure out what the problem is before trying to budget for repairs.

Proper maintenence would have been much less expensive, but many boats owners have learned that lesson the hard way...

Make sure water is not coming from hatch and leaking on top and into motor. Been there! If raw water-cooled pull risers and look for signs. Do compression test on motor.

In addition another source of milky oil could be running without a thermostat where condensation is causing the condition.
