Okay, I will play,,,, Is this picture of a transom bracket with some kind of safety cut off switch so if the tiller motor falls off of the transom it cuts the engine off to somehow protect the driver of the boat so the motor dont jump in the boat running WOT chopping bits off? Or maybe it is a trim sensor of some sort that is missing a part to send a signal to a trim gauge. I like this game!

Edit: I did just notice his comment below the picture that I had not when first viewed the post. So I am going with my second guess as it is the non silly answer. found this real quick on a search.

Ah, missed the Honda reference. Yeah trim sensor. Figured it was something like that but wanted more info before throwing bad advice.

If you look at this page linked below, the diagram looks like to me it just rests against the transom. (you can see some wear marks on yours) as you trim the motor up and down it will move the sensor sending a signal to your gauge on your dash. I wouldnt know how to test your gauge or the sensor but I am sure it could be done with a multimeter.

Edit: now that look at it further this dont make sense. this is attached to the bracket that is bolted to your transom. Something has to be missing, some kind of arm attaching this sensor to the moving part of the motor somewhere. I will respond again if I find anything.

Ok I think I may have an understanding... I think either your trim sensor is broke or stuck. That spring, by the looks of the direction it is hooked on the arm, it should be pushing that arm in the up position (clockwise) to be resting on another part of the outboard that moves when adjusting the trim. You can try to spray a bit of lube on it and try to manually get it moving again or replace. You never did mention if you have a trim gauge on your dash. If you dont, I wouldnt worry about it. I dont think a trim gauge is really necessary. If I had a gauge and it didnt work,,, it would bug the hell out of me until it all worked as intended.
