Friend borrowed boat. broke down after he filled it with gas.

I pumped the some out of the tank into a clear bottle. This is what came out. The top is gas. I don't know what the bottom is. I suspect it may be diesel. Anyone know for sure?

Hard to tell from your pic but its not diesel, diesel would mix with the gas. Possibly rusty water.

that's what i thought. But then I put clean water into it and it mixed with the bottom and became white and foggy.

Ok
thats a clue, could be water and ethanol mix, when you add extra water it can go milky looking. Ethanol will bind with the water and hold it in suspension and the specific gravity of ethanol is higher than gasoline so once in suspension it would separate and sit at the bottom.
