What is this?

I bought a Sport Craft Ski King a few weeks ago, and it's got two odd brackets on the transom. Any idea what they are for?
Maybe some sort of ski rope bracket to get around the outboard?
They are stainless steel, bolted through with three 5/16" bolts with a large stainless plate in the inside, and are about 9" tall.
They are made from 3/16" stainless and the pin at the bottom is solid. They are super rigid with no flex whatsoever.

My 15' star craft had very similar ones, they hold a half moon bar in place. You tie your ski rope to a set of wheels and the half moon acts as a track for the wheels allowing your ski rope all the way to port or starboard. And obviously keeps it away from the outboard. I guess it saves you from installing a ski pole in the middle of the floor

I figured it had to be some sort of ski accessory, I've never run across a boat with them before, but it's the first boat I've had that was more or less built as a ski boat. It's a 15 1/2' Sport Craft which came to me with an older Merc 6 cylinder Tower of Power inline 6. I'm setting it up for fishing, I was thinking of making use of those brackets as maybe down rigger mounts. I'm most likely only going to run a 50hp motor, I don't need big power for fishing. It must have been a real rocket with the 6 cylinder on it. The goal is now to make a nice simple fishing boat out of it that will run as cheaply as possible.
