what is this part and where to get one?

I have a Sea King 15 HP outboard motor, the plate says "Montgomery Ward, Mode VWR 52118, SER 18X 15** (where ** is another 2 numbers). "

there was something missing below the white reel (which pops up to engage the flywheel, so the pulling start rope will cause the flywheel to turn), I used a coke bottle and it seems to work ok today when I tested. but it is a hit or miss because sometimes it wont come up engaging it. so in the past I have used wrapped a rope around the flywheel directly which can start the motor, but not easily because you have to wrap it each time before another pull.

should I take it to a shop to get the part? or someone knows what this part is called....

F487674 that's #2 in the picture.
Your pic only shows #2 and there's more that we can't see.

not sure what is missing but I put this blue ring (coke bottle) 3 years back and it seemed to have helped a bit. I do not remember exactly but I must have seen something broken....I can see 3 is there and 15 because the rope is there and pullable. 12 should be ok since the rope is pulled back.

So when you pull the cord it doesn't lift the white thing?
Couple more pics from different angles?

ok thanks. will try to shoot more pics next few days. it does go up about 70% of the time 5 years back. now I tested it seems to go up every time :)

I moved it out, hooked it up with gas, put it in a water bucket...tried starting it and bo go. Pulling the rope only turns half a turn of the flywheel it seems. Pulling the flywheel directly gets 3 to 4 turns but also wont start. If I change the gear (n to f and back to n). It will take several pulls to have the.white wheel going up. So definite something wrong.

There should be a grove in the Bendix gear #2 (white thing in the pic) where the spring #3 should suit in.
Is the grove still in place or is it gone?
When pulling the cord the spring will make the gear to move up as the spring is hold in place by #4 and the pin #10 will slide in the grove in the gear side.

IT's possible the spring inside the starter is broken or has come unwound??
Find a video and see if you can tighten the spring.

Yes I did find the rope goes back quite slowly or sluggishly. And ro turn the flywheel 3 rotations it would mean I have to pull it out about 5 ft! Something is not right.

Yes, there are 2 spiral grooves and that is the mechanism causing the white wheel to go up when the rope is pulled.

Yes those groves are for the pin, BUT there should be a grove in the Bendix gear where the spring should suit.
It should be at the bottom of the Bendix gear (under it).

no. it is rather flat and no sign of anything broken.

Check the pic for part number 43-803642T at Crowley Marine.
The spring should slid in and suit in the groove at the bottom of it.
If that groove is gone the gear will not work properly.
In your video it locks like it is working properly !!!!
