What is this for?

I'm a new (used) boat owner...1977 Renken outboard. What is this hole with rubber boot for (hoping the picture uploads)? It's just to the right of the engine on the back of boat. Do I need to cover it so water does not enter the battery compartment. Thanks!

Welcome to iboats.
It IS supposed to be there. When water comes over the transom upon throtteling down, the hole lets it out.
