What is the cheapest way to paint and seal plywood

I cant seem to figure this out. I tried the search function and it seems I cant find my answer. I want to replace the bench top on my Klamath, Previous owner just used generic plywood and painted it. So I want to keep it a light blue color and keep it water tight.

Could anyone assist me? I do want to keep it affordable. I was thinking of using polyurethane on top of enamel painted ACX plywood. Could I do it?

Cheapest way!!! Buy some 10minute epoxy. Mix it up and seal the edges of the plywood. Coat the wood with Three coats of Polyurethane, then Paint with Rustoleum Professional Oil Based Paint. ACX Plywood will be fine

UH, NO that is for Concrete and Masonry surfaces. NOT for WOOD!! The Rustoleum Professional Oil Based is what you need to use. It is tested and time proven to work.
