What is float level on 1bbl carbs on Merc blue 850 or 85hp

Rebuilt carbs on 70's 850 or 85hp. This is the one with two one barrel carbs. I moved
the floats because when i pumped bubble they were pouring out. I thought the level was
to high. Now it wont plane acts like its not enough gas but never really runs out. How
do you set the drop level of the two levers. Also cannot get this motor to idle , when it starts to slow down it abruptly just shuts off. Any ideas on what that is. It will fire right back up but is a high idle.
