Let's get more specific.
First, are you getting water in the rear deck through the scuppers when the boat is at rest? There are a number of self-bailing boats with the scuppers at the waterline, but built with too little clearance, so that pooling water is a problem. I consider this an unacceptible design defect if the water is always there. On the other hand, if I put two big adults at the corner of mine (21' CC) I get a little water in; I can live with it and it drains back out. So: constant problem or occasional? Water drains or is always there?
Second, "water over the transom." When? if while sitting still you are sinking; abandon ship. if while stern-acnchored, stop doing that--it's a very dangerous practice. If while reversing, it's typical and should be draiing out the splashwell. If while sitting still and waves approach from behind, you have too much weight astern--unless you are in seas too large for the boat.
