waterpump reassembly

I have a 1987 mariner 150, does anyone know where the big rubber seal goes on the waterpump, does it go on the shaft on top of pump, or does it go between the insert cup and the housing?

it goes on the shaft on top of the pump to stop water getting at the shaft LIGHTLY grease the shaft before reasembly
