Water Temp Light 2004 175 Johnson

The water temp light comes on about 3 minutes after initial start up. If I try to throttle up the engine the S.L.O.W. kicks in. The engine never feels hot, I can hold my hand against it no problem. I am getting good flow from the indicator so I replaced the t-stats and the light still came on. When I got home I checked the old t-stats and they were both working properly. I pulled the t-stat covers while flushing to see if I was getting water to the heads and I was. In addition, my warning horn is not sounding.
Any Ideas would be much appreciated!!!

bad sensor, and bad horn possibly.

Thanks tashasdaddy... I figured that was porobably the case, but wanted to make sure before buying the sensors. Is there a way to check if I'm getting water flow on the otherside of the t-stats.
