Depending on the year, you could have a bigger problem. If you are comfortable with working on your motor, you can remove the lower unit and attempt to blow water directly through the water tube. You could just have a simple blockage or ....here's the bad news-the grommet between the watertube and adapter plates of these motors causes an obstruction.
