Look at this video.

The motor was too low. I had to raise it 1 1/2"

I suspect that when you are trimed in all the way your motor is closer to the transom and the water flowes below the cav plate.
As you trim out and the motor gets further away from the transom, the water coming back up from under the boat hits above the plate giving you the spray...

Here's what doesn't make sense to me about the whole conversation. Just exactly how is the boat flooding? It's a tiller steer; you're back there; what do you see? Is there a jet of water shooting from the side on a turn? (I've seen that). Is there a solid sheet of water coming over the top of the transom where the motor sits? Is it a lot of spray--that would not be a flood, and you would get wet, but eventually you'd collect water (meanwhile, how's the bilge pump?)

do you have a transom well to catch this water? Why isn't it draining? (you said it "fills the transom and then comes into the boat")

Or are you accumulating water that is NOT coming in over the top of the transom? If so you have a leak--and it could well be from a weak transom flexing under pressure--a very serious issue.
