Water not comming out from back of the motor with muffs on and water running.

Could any one tell me what the problem could be.
The motor is a 50 hp four stroke efi big foot.

Some times it wont on muffs but is fine in a lake.

Is water coming out from prop or above cav plate?

May take a minute or two before motor is varm and thermostats opens. Old impeller?

Thanks All for your input. I am new to the boating community and your help has been very healpful.
I epositioned the muffs and made sure the water valve was all the way opened wiich it was not the first time.
I also let it get to temp and the water was shooting out the tube. Thanks again.
