I am assuming that this setup is for salt water .
Here in Minnesota there is non of course but I only see line running to 1 wheel when it's a tandem 10k trailer for 30 foot wellcraft nova twin engine .
I assume this trailer was sold to someone neat salt water why else would there be a water line on it is my question

Never saw that but I'm in fresh water area also. But perhaps there are only brake shoes on one wheel on each side?

Some trailers had the ability to wash out the brake drums. Very useful in salt water. I would expect there to be a hose to both brake drums, unless it was "modified".

Now that I am done with new bunk boards I will have to check wheel bearings anyway . But I suspect you are correct in one axle with shoes . I haven't crawled back under to look for brake lines but I will

I am going out to look at in a few minutes I will look and take pic if I can.

Here is the 1 wheel that has it --it must of been talented off other 3. And ALL 4 hubs do have brake lines going to them

Those look like old drum brakes, painted backing plates…here the only thing that lasts is galvanized….
If they don’t work I’d just replace them with galvanized backing plates complete with wheel cylinders shoes & springs….in fresh water they’ll last a LONG time…

You can use painted but here even on a land only trailer all I will use is galvanized. Because they come with better aluminum wheel cylinders and stainless springs.

And salt water is not the devil people think
It does NOT rot wood transoms like fresh water
We never have low water levels
And don’t have debris like logs etc like in other places….
