Water Leaking

Here's a pic of my 1979 Mercury 40 HP 2 stroke. What is the part that the arrow is pointing to and why is there water coming out of the hole? The engine ran fine last summer and now it idles rough and dies under load.

It looks like a thermostat cover , but i'm not familiar with that motor.

If the motor is a salt water motor, the salt has probly ate a hole through the cover, as I don't belive there is supose to be a hole there. I think it is the popit valve cover. If gas was left in the motor for extended time the carb might need to be cleaned or rebuilt and the water pump impeller might need replaced if not done in the last 3 years.
