the seal where the omc outdrive bolts on to the back of my 383 chevy keeps leaking. i tightened the lock nuts, took the boat out three times and the lock nuts were loose. is there a seal that is bad or what is my problem

Personally, I don't have a clue what you are talking about. Might start with year of engine (Not Boat), engine model number,and drive model number, Then you stand a chance of an answer.
Maybe a picture of which bolt you are referring to.
PS OMC never used a 383, so now it's even more complicated as to what you are talking about.
