I use gasket sealer on any of the thin paper/card gaskets. Bypass covers, exhaust covers, top cooling cover, thermostat etc. etc. Paint it on the gasket thin, both sides.

Cylinder head screws are 18-20 lb/ft. Water jacket screws on head are 60-80 lb/in. Torque in three steps to 1/3, 2/3 then full torque. Torque pattern - start in center and work out in increasing circles - applies to head and water cover.

The head bolts have 1/2" heads and go 18-20 lb/ft.
The water cover bolts have 7/16" heads and go 60-80 lb/inch (which is equal to 5-7 lb/ft).
