Water in the engine compartment?

Ok, so this is my first ever I/O boat, and I backed it into the lake to test the engine yesterday, and I noticed water coming through the point where the outdrive connects. I indicated the spot with the green arrow in the pictures. I am a total newbie and not too mechanical, but before I go to the marine mechanic, I wanted to ask here: Is this supposed to happen? The water goes down to where the bilge pump is, but it comes in when the engine isn't running, so it can't be normal... is this likely a seal replacement?

The engine is a 1991 us marine/force 90 hp L-Drive

No, water should not be coming into the boat at all. You have a problem and it needs to be fixed. It could be cracked bellows or transom seal or even something else that goes through the transom and lost its seal.

You can take a peak at the bellows with your boat out of the water and the drive in the up position. The bellows are the large black ribbed tubes going from the back of the boat to the drive. Look for cracks, splits or loose clamps. There are two big ones (u-joint, exhaust) and a small one for the shift cable. If you don't find something that's obvious to you then I'd suggest having a marine mechanic take a look at it.

Also, it's easier for people here to provide help when you tell them the year, make & model of boat, yr make and model # of the engine and the same for the outdrive, if possible.
