water in leg

I have a 1983, 85 hp Force and noticed i have water in the leg of the motor under the exhaust boot. Is this anything to worry about or is it normal?

I dont know if it is normal or not but i have a 85 85 hp force and i get water up in the leg to the same level of the outside water level. I noticed holes in the underside of the leg that lets the water in and out.

That sounds just like mine, so i am thinking this might be the way they are.
