water in gas tank

I have 2 portable gas tanks for my pontoon. Both are getting water inside them, presumabley from rain water entering through the vent. I 've been keeping the vents open during the week when the boat is not in use to prevent pressure build up. Is it a better practice to close these vents when not using the tank? Any other ideas on how water could be getting into the tank?
Is there any way to treat the gas so that it is usable? Right now there is enough water in one tank to keep the outboard from running.

Since they are portable tanks, pour everything out of one into the other.
Wait a few days for the water to settle in the bottom.
Pour the full tank into the empty tank. Do this gently so as not to stir the gas up.
Once you get the majority of gas out, you should be able to see the pool of water in the bottom.
Now you want to pour slowly enough so that you can stop pouring as soon as that pool of water is about to come out of the tank.

Dispose of the remainder properly.
