Water In Engine Housing

I have a 1986 9.9hp long shaft Yachtwin. Water is somehow leaking into the engine housing. I am getting a pretty good stream from the telltale, but shouldn't the interior of the engine housing be somewhat dry? The water does leak out the bottom of the housing, so it's not "flooding" the engine compartment. Any suggestions as to where to start looking for the problem?

chack telltale for leaking also with cover removed check for leaks back side
