VRO losing oil prime

I just bought a '91 90 HP evinrude V4 VRO engine and I'm having oil prime problems.
When I shut the engine off and let it sit for a while, it loses the oil prime.

What could cause this?

leak in line, or pump.

Tash, is it possible the oil fill cap isn't vented, causing the oil to get sucked back to the tank when pump is shut off.?

I find the oil lines to be rather stiff, especially the bulb.
