Volvo Penta throttle control issues

So this is on a 2007 stingray 180 RX with a Volvo Penta 3.0 l engine. the last few times we've taken it out the throttle only button has been difficult to push in and get stuck when it does go in so it's hard to put the boat into gear. With enough moving the shift lever back and forth and tapping I could get it to pop out and go into gear but the button is still really hard to push in. last time we went out in addition to this problem when I was trying to get it to get into gear all of a sudden even when it's in neutral the propeller is spinning forward. when trying to put it into foward gear the throttle only goes about halfway before stopping. and then when I put it in the reverse it caused it to go forward fast. if I push the throttle only button in, the shifter goes forward and backwards all the way like normal and revs the engine like normal but as soon as the throttle only button would pop out it would be in foward gear even in neutral, reverse would make it go faster, and forward would stop as soon as it went halfway forward.

I started taking apart the control for the throttle but it appears the gears are riveted in so I can't get under the PIN for the throttle only button to check for the spring or see what's wrong under there. I've soaked it in lube and it doesn't go in or out any easier. any thoughts?
