Volvo Penta SX outdrive scratches?

I'm considering buying a 99 SeaSwirl 17' with a 3.0 / Penta SX outdrive. I have not seen the outdrive in person yet but have this picture. What is going on around the bolts? Do these outdrives have a layer of paint that chips away to look like this?

Your to close. The stuff up at the nuts is corrosion. Nothing that can't be sanded and repainted. Not a big issue yet

Yep corrosion, keep in mind it's 17 years old....

Sand down, prime and re-paint. Not that big of a deal.
