Different boats can be wired differently. Smaller boats are usually wired like alldodge describes. But it is the boat builders call on how they want to do it. Only thing you can do is try to trace the wires.

Thanks for the responses muc and alldodge . I just realized I can probably do a continuity test on the wire (and I'll try harder to trace it too). Thinking that should work. The wire from the fuse box ignition terminal and power on the ignition key is red. I have what appears to be a small amount of corrosion on the fuse box male connector, so may just add a new fuse box. Put a blue seas one in some time back for my boat fishing electronics.

calling this repair done. ran a new wire from the fuse box to the ignition switch with nice heat shrinked connectors, connected to the fuse box at a spare connection that had never been used with a perfect male connector and no corrosion. getting 12.05 now at the key switch when switch is on. getting 12.57 before turning on.

thanks for the assistance muc and alldodge . I wouldn't have been able to figure this out without the help or it would have taken me 4 times as long.
