How did you determine the pump is not putting out water?

Did you pull the hose where it hits the thermostat housing to see how much water comes out?

With the muffs on and the water turned on, you will get no water past the pump if the engine is not running. What I would do, is to turn on the muffs and pull the inlet hose off of the raw water pump to make sure water gets to the pump while the engine is not running. This way you will know there is no obstructions between the drive and the raw water pump.
Iam having a very similar problem not getting water to the pump with the muffs on also no water out the exhaust either just exhaust went to the lake over heated just like the last guy changed impeller bearing seal thermostat sensor and hoses but if water is not even getting to the pump with the muffs on ?

Pull water off water pump and attach to hose and see if water goes out the reverse direction towards the drive.

ok i reconnected the pump hoses.And i connected the water hose to the connector off the t pipe and water came out the drive where the muffs hook up to. but no water came out the prop area where water is saposta exit

I'm by no means a Sierra fan, don't use them my self, but even those work for a while. Good to know your all good again. I'm wondering if the parts store gave you the wrong one, there are many sizes
where do i find the part number for a volvo penta GXI-E impellar kit iam having the same issues

I have an overheating problem. I have replaced the impeller bearing and seals thermostat sensor and most hoses. when I put the muffs on no water to the pump .so I've disconnected it at the power steering cooler and ran it from the blue hose connector and water makes it thru the power steering cooler. So, when I put the muffs on the drive water does not make it thru to the entry side of the cooler much less to the pump. Seems the drive is plugged inside. Any ideas tired of throwing parts at this

Stop making new threads for same problem
There is a fitting on top the drive that the raw water hose connects to. This fitting can get clogged up. Remove it and see if that is the issue
