Disregard my last, I've isolated the problem to the fresh water side. I stuck a hose in the fresh water opening for the heat exchanger and ran it. Didn't get close to overheating. This proves the problem is on the fresh water pickup side. I will take it all apart again and try to find leaks

Some morors have a fresh water flushout that MUST be capped. otherwise your just sucking air

I wish it did. My going theory is there's a leak from the suction points on the outboard to the impeller.
-I've isolated the heat exchanger/exhaust/contained engine coolant side and it is solid. The thermostat has been replaced, tested, and works. By running the hose directly to the heat exchanger, it cools like a champ.

- I ran water back from the impeller (outboard side) towards the outboard to ensure the suction points weren't clogged and it's perfectly clear.

- I replaced the impeller and resealed it with a good gasket material and gasket maker. It turns great (made sure), and the components are new.

- I cannot get the impeller system to pull water from the lake, a large bucket, or ears on full blast. I'm losing my patience with it. I'm lucky that the engine runs like a top and everything else is good but this one issue makes my boat a f*kin yard ornament.
