Volvo Penta 5.0 GL-D cranks, no start

Hi all, I recently purchased myself a little project. Boat had prop and outdrive damage. I'm working on getting all that sorted out.

My question is on the inboard engine. I'm unable to get it started unless I give it some help with starting fluid. I'm not super familiar with carb engines but this is what I understand. The fuel pump does not prime when you switch ignition (at least I don't hear it), and kicks on when the engine fires up. I tried following cold start protocol by pumping the shift lever a 3-4 times and leaving it at 25% throttle. Nothing cranks but will not start. Should I be able to physically see fuel getting pumped into the carb when I pump the shift lever?

Another question. When I purchased this boat it was already winterized so I had to put some plugs and hoses back on. I also noticed these 2 electrical plugs wired into the engine harness (each side of engine) that were unplugged (pics attached). I looked around the engine, but cannot figure out where they plug in. They could be related to my no start issue, but since the engine runs fine with the help of ether I doubt it.

Any help is appreciated. Go easy on me this is my first boat. I've owned PWCs but this is my first boat.

Been doing some more sleuthing around the forums and I think I figured the issue out. I manually engaged the throttle while looking into the carb-- no fuel is being sprayed. I see its engaging the lever for the accelerator pump but no fuel is being sprayed. Looks like I will have to rebuild that part of the carb.

If anyone has any idea what the electric plugs are for let me know. My first thought was grounds; however, they do not look like all the other grounds on the engine.

The black wire should be a ground
If that is a Tan wire it should go to Temp gauge sensor on the thermostat housing
If It's a Tan/Black it will go to either the exhaust Temp sensor/switch

The fuel pump circuit uses 2 diodes (item 23) and the one connected to the Yel/Red wire applies power when cranking. Once started the one on the Green wire comes from the Alternator

Check the fuse next to fuel pump relay

Do yourself a favor and especially since a project boat, get the OEM manuals for the motor and sterndrive, see link.
Also, these wiring diagrams are like gold. So, until you have the manual suggest you download the above diagrams > with a PC right mouse click on the image and select “Save image as” and go from there.
For the accelerator pump > suggest rebuilding the entire carb. Give it a good cleaning and check all the passages >I use a carb cleaner with a straw attached and squirt thru all the holes and watch for where it comes out and look for good flow. Wear safety glasses!
Also what kind of boat?

The black wire should be a ground

This is helpful. Its tan/black so exhaust temp sensor it is. Odd thing is both sensors were broken (the male part on the sensor broken off), so I never saw an end where the plugs can fit on. I ordered new sensors. Thanks for the info!

Also what kind of boat?
Its an '03 Glastron SX195. I got myself the manual for the outdrive. This weekend with the help of my dad we were able to separate the lower unit from the top this week. Discovered the coupler sheared off (manufactured cut line from what I could tell). The prop shaft is bent, so we also removed that. Otherwise all gears and other shafts are in working order. The current plan is to try to save the outdrive which seems promising with the damage that we discovered. Only thing is the skeg-- based on my research these are repairable. Ours is missing a large chunk so not sure if its savable. I plan on reaching out to a few welding companies for their opinion.

I included a few pics to show the progress we made on the outdrive.

I'll look into getting the manuals for the inboard engine too. I may come across other issues.
