volvo penta 4.3 will not engage transmission.

I have a 2004 2101 Sea swirl striper with the 4.3 engine with the 21185 throttle that I recently inherited. Motor starts great and with the throttle lock depressed and the neutral throttle switch pressed, engine responses fine both in forward and reverse. How ever I cannot get the drive to engage with just the throttle lock depressed. I might not be doing it properly but I followed the manual. Any suggestions?

I disconnected the linkage from the throttle and throttle works fine. shifting linkage seems completely bound up. Followed the cable back to the back of the engine compartment and goes into the floorboard. tried to access the outdrive but cant seem to find where it ends up. I dont seem to have a access panel?

Found the access panel. Removed linkage, sprayed cable with wd40 pulled on it fairly firmly and it broke loose.Everything works like new. I just have to remember to keep it lubed.

Replace the cable. They are not supposed to be lubed.
