Volvo Penta 3.0L stalls when decelerating

I've got a Volvo Penta 3.0L. A little priming and it starts great, runs great, except decelerating off speed. If I don't decelerate VERY slowly, it stalls. It needs to be primed to restart, but then runs fine again. I've looked in the carb when it stalls, and it's bone dry in there. It's like the call to decelerate is hitting the fuel pump before the engine cycles back and it runs out of gas - not sure what could cause that. Any insights? The comments I've read on the web indicate this problem is often caused by flooding - I'm not doing that.

If your carburetor is a Holley how can you know the float bowl is dry? If you are using ethanol based fuel your accelerator pump diaphragm is so stiff that it will not pump any fuel. Also the power valve may also have the same problem. It looks like the carburetor needs a rebuild kit.
Be sure the kit is for a Marine version of the carburetor.
