Volvo Penta 280 won't tilt

So I just picked up this boat with a Volvo AQ131D 4 cyl. with the 280 SP/MT leg the one that just tilts and doesn't trim. When I jumper the tilt motor to the battery with both leads, ground and power it works fine although the manual says just to use 1 wire to the positive of the battery. The trim button on the control sounds as if it triggers the switch but that's all that happens. Steering fork bushings are gone so I'm changing them but other than that this suckers a keeper in great shape. Any help on this tilt thing would be great. Do I need to change the tilt motor because I need both wires, or am I missing something here. The lift device looks to be in perfect shape and as I said the switch seems to click when I hit the switch at the control. Only other thing is how does the box connect to the controller as I can just remove it and the manual doesn't really show how it connects. I'm sure that's the problem. If you have the 2 wire motor, one is hot, one is ground. By reversing them you change direction of the motor.
That is what the relay box on top of the lift motor housing is all about.

Thanks for the drawing, I saw on another thread you mentioned getting someone to check which relay clicks, and now thanks to your drawing on the other thread,I can order the other. So the third part does this unit get held down on the shaft by just the two nuts on the bottom side that the allen screws attach to?

That testing method won't always work on your system or his. Just because a relay clicks or doesn't click doesn't make it bad or good.
His has the 250-270 style wiring setup, yours doesn't.
Plus, the drawing for his 270 relays that has the PN's on it are not the correct relays for your 280.
Don't start assuming just because things look similar that everything is the same.
Your unit uses 2 identical relays, PN 853518.

Well took it all apart then reassembled it and the tilt worked perfectly once, down then up. Now it clicks once it's up when you hit the up button and does nothing when you hit the down. Are these things as finiky as I heard or is the down relay gone?

They aren't finiky, good clean, tight connections on the relays and the wiring, and good relays and they work for years.
But if you think there is an UP relay and a Down relay, you better look at the wiring diagram I posted and learn how the system really works.
BOTH relays are used for UP
BOTH relays are used for DOWN

Well I don't really think anything which is why I came here to ask about this. But If the up remote button still works then I'm guessing I'll tear it down and clean up posts, terminals and check wiring harness. Thanks for all your help

Turns out it was just the rocker switch on the throttle lever. Thanks for all your help
