It sure sounds like it may have jumped time, and with the belt not centered, I would say it's a very good possibly the timing is off. Maybe the tensioner failed, froze up or whatever during the winter. Maybe the wheels the belt rides on are all corroded and causing belt wear, problem is I can't see it, hear it, or anything.
First thing you need to do is to start checking all the timing marks and see if your crankshaft and cam marks line up at the same time, then see if the distributor is in the proper location.
