Can't visualise how your trying to do it, usually the t-stat housing o-ring just streches into the recess and and stays put, then you carefully lower the housing into position, but i'm generalizing for don't know exactly what you have there.
Did you dig all the crap out of the groove and make it clean?

Here is a picture- as you can see the oring just will not squeeze inbetween the thermostat and the ridge on the housing..

That's not at all what I expected to see, it looks like that housing uses a gasket, and I thought the thermostat layed into the block, I'm not familiar with that style, somebody else needs to help you out there, thanks for posting the pics, I'm sure somebody will chime in soon with your answer.

Thanks for looking at it. I think I just figured out what I did- I installed it upside down. The spring should be hanging down. What an idiot I am. Thanks- your comment made me think about it!

Is that an OEM oring or aftermarket. I have run into a number of orings in aftermarket kits and individule PN's that just don't fit like they should.

spring faces down!
make sure all the loose corrosion is out of the groove...
When I change mine I spray some PB blaster or Kroil in the groove area and let it sit for a bit to loosen up the rust (salt water area)...

i used a 1 inch wire brush on a drill motor, it cleaned the resess like new, the o-ring slid right in.
