Volvo 3.0l exhaust hot , engine cool

I have a friend with a 2000 volvo penta 3.0l raw water cooled stock exhaust. I just replaced their drive because they had cracked the old one and locked it up. Anyway we took it for a test lap today and the engine ran 160 no problem, I took the motor box off and I noticed the exhaust considerably hotter. I put the temp gun on the engine and sure enough the engine is reading 160 but the exhaust is reading 180. The seawater pump is reading 65.
After asking the history of the engine they told me that they had a "fire" on the engine last year. Seems the exhaust got hot and melted the rubber boot. It appeared to me that it has a fresh impeller and a new exhaust riser. I am told they were put on last year by the local mobile mechanic.

Here is where my question comes in.
Does it sound normal for the exhaust to that much hotter on this engine?
I have the feeling I will be heading into the riser to see if the gaskets are right and if the water shutter is there
