Voltage Regulater Problem?

I have a 2002 Mercury 150 HP carbed outboard. Lately I see the voltage guage when underway is only reading about 10-12 which leads me to think I'm running partly off batteries and not charging at all. Also my tach seems to jump all over the place when running at a steady wide open. Does this sound like the voltage regulator? Any suggestions on how to test. There are two...would they both need replaced? Any help would sure be appreciated.

Each has a grey wire hanging out of it. One is connected (to the tach) and the other probably has a plastic plug in it. Move the tach wire over to the other regulator.

1. The first regulator is bad.
2. If the tach works, the second regulator is good. Odds are Pi$$ poor to unbelievable.

Also, you can disconnect the red wires from the regulators, one regulator at a time. Either one should push the voltage up on the battery. (lightly loaded) Both in tandem will put out up to 40 amps.
