vacuum hose ?

I have a 1996 merc 9.9 I have found a small piece of black hose underneath the carb not on it but there is small barb under it. not sure what it does or where it goes?are there vacuum line on these motors? it looks like fuel or something comes out of it when running. also engine running rough too.

the small black hose goes on the barb under the carb the hose should go around the motor on the right side and attach to the block. When it is off you have a vacuum leak reattach the hose or replace it it is okay to have fuel running out of it.
