You can install and listen to the VHF but you are supposed to have a license to transmit a message. I believe the test is still free and the license is for life. There are organizations like the Canadian Power Squadroned who charge for a training coarse, But I just got a book and studied.
There is a fine, but I don't know how they would enforce it.

He is in WV. Not required. The States did away with this some time ago. .

i remember as a teenager, my dad had to pass a test to use his, he went to a coast gaurd school, where he learned the rules and chart reading type stuff. so i figured it was not for chatting. i would like to go to school like he did, but i dont live near the bay like him, ahd i havn't heard of any my way, so i'm trying to learn as much as i can on my own reading this forum. seems whenever i search for answers online, it allmost allways leads me back here:)

In Canada it's only commercial vessels that are required to monitor 16.
One advantage of having to write a test, most people learn the regulations.

The one I had to do when I worked SAR was through industry Canada, (application for a professionnal radio operators certificate
r1-3 land)

Even thought I took my RTOP training through the military, I still needed to take it.
