Without looking at it, I'd say it's a good buy. Tahoes will handle some chop but will get hairy in very rough conditions. The motor size is enough to pull skiers. How many hours on the motor?

Q-4 is a nice entry level boat, I have thought about looking for a deal on one myself, but the ones I've seen look like they have a pretty flat bottom. For heavy chop I may look for a deeper hull.
