If you open the carb and "reset the float", it will likely flood because the gasket in the middle of each bowl gets knackered. You must use a fresh set of gaskets each time you open it up.
You're obviously missing something in the carb. Unless you have over 7 lbs of fuel pressure, which is highly unlikely unless you have put on an electric fuel pump, you shouldn't have any flooding like that. THAT IS YOUR PROBLEM. Get the carbs right before you worry about anything else.
