Unrelible starts

Hi All,
This is the first time I have ever used a forum, so please be gentle with me.
Its a bit long, but I figured that the more info the better.
I have just recently purchased a 1989 Bay liner Capri cubby cabin 18ft. It has a 115 Evinrude outboard on her.
The motor is a Frankenstein, The leg is from a 1984 (F115TLC80)
The power head is from another year but I am unable to find out which!
I did find numbers stamped into a welsh plug (A0378944) but I am unable decipher them.
The VRO system has been removed by the last owner and it now runs 50 to 1 premix.
The issue I have is that it starts easy on land but if I go fishing and stop for a few hours you can turn the key as many time as you like until the battery is flat and she wont fire. Airo-start will get it going and once its warm its easy to start again.
The checks that I have done so far are:
Compression/ all very close to 100psi
Spark all strong and blue with new spark plugs.
Linkages all line up at marks
Carbs Stripped and cleaned (already fitted with new Gaskets and Needles and seats by previous owner)
While I was spraying De-carb into the motor I noticed that when I sprayed into the lower right hand throat that the RPM did not change.
So I am now suspecting a vacuum leak.
Is it possible that the lower crankcase seal may be leaking or from somewhere near by.
Your thoughts would be greatly appreciated.

Are you useing the cold start procedure to re start it? My 110 won't start after a couple of hrs unless i do most times-

does your choke work right?? fire + compression + fuel = bang
When it will not start, I assume you have tested your spark and it is still firing, so you have a fuel issue.
check spark with a spark gap tester set at 7/16".
check the needle valve and passage and float and jet in that bottom carb.
