Yay and nay on that I think. *IF* what they are using, is in fact harming the animals, to the extent they claim, then the Navy needs to do something to fix that. I see no reason to blatantly kill the animals in the ocean.

But that's a big if, since most news stories do what they want, and leave out some pretty big info a lot.

I say let them try their exercises blind. I'm sure sonar jamming devices exist. The Navy should learn to operate minus all the high-tech gadgetry just in case it happens during the real thing. They should look at this as an "opportunity".
