Tuning 5.7 carbureted merc

Season is coming soon here in NY, so its time to think of all odd/ends before putting it on the water.

I have relatively new crate chevy 350 pre-vortech engine with edelbrock performer intake manifold and rochester quadrajet carburetor # 17080562. New wires and coil.

Last season I experienced chattering noise at the WOT ~4500RPMs.
I believe its running lean.
It would not chatter right away but after say 30sec. Once throttled down, and process was repeated to WOT again...it would start chattering right away. Weird.
I had my timing screwed up once so this time is dialed in, to the extent of the existing tachometer (which now that i think of it could be not accurate at all).

Now. Having better flowing intake manifold and slightly more powerful engine (rated 270hp ) would carburetor require to have needles/seats adjusted?

Anyways, here are the photos of plugs i pulled before winterizing:

Ayuh,... I agree, it's Lean...

I don't do rochesters, But,...
Did you verify it's gettin' All the gas it wants,..??
Clean tank, Clean filters,..??
5psi. to the carb,..??

The filter was clean, no water was found when I checked it while winterizing.
Condition of tank is unknown. Im doing 'minor' boat rehab so that will be cleaned if necessary.

Whats the best way on checking the pressure. I have mechanical pump with hard lines to the to filter/separator and carb. Tee it off filter housing?
