trying to figure out this spark problem 1969 115 evinrude

on my 115 hp evinrude hp, i am getting a no spark condition, and someone told me that i wasnt getting enough power to my power pack, or something or other and told me to jump a wire so that i would get a full 12volts to my spark, how is this done? he said my starter may be pulling to much power, because when i crank the motor i only get 6 or 7 volts at the purple wire on my powerpack

Run a diode from the starter terminal portion of the starter solenoid to the powerpack 12v supply terminal. Be sure to have the diode wired so that the voltage travels from the starter terminal to the powerpack.... and only when cranking the engine.
