Trolling motor remount

I'm remounting trolling motor on bass boat. I removed it because the previous owner tried to mount it with nuts and bolts, which is fine, but the bolts were not tight, and I really don't know how he was able to reach at least 3 of them, obviously he didn't because the motor was barely hanging on to the bow. There is also previously drilled holes in bow, looks like someone changed there mind as to where to mount it. I need to plug the old holes I know, but I want be able to reach the bolts to tighten them. Any suggestions as to how I could plug the holes and redrill new ones and use some type of self tapping bolt or screw to mount motor because I can't reach nut and bolt to tighten to bow. I appreciate any advice.

You go to any marine dealer or right here on IBoats and buy a trolling motor mounting kit that includes rubber "well nuts". These are expandable rubber plugs with a metal nut molded into them. You push the well nut into the hole, position the mount, and bolt it down. As you tighten the bolt the well nut expands. They work great and are not expensive.
