Trim Up starts, then dies out

I have a 140 Evinrude, i belive its a 1981.

When i run the trim down it works fine, when i go to trim up it sounds like I have a weak battery...it starts and quickly dies off to nothing.
I am able to turn the motor over easily so I am questioning the dead battery part. Also the battery is only about a year old and I charge it before every trip.
Are there other things to check? I called an outboard repair shop and he said it sounded like a bad motor?

Second, and a bit off the subject, how the heck do i get the hydro fill plug out. I don't have a screwdriver big enough, and the channel is very shallow, I'm afraid I'll strip it and have a bigger problem. I doubt if its been touched since 81. any suggestions?
