trim up but not down

I am very new to boating. I purchased a pontoon boat from my Brother-in-law with a Mercury 30. At the end of last season I noticed the hydraulic motot would raise the eingine but not lower. I could do so by hand but am concered I may be doing damage to it. Any ideas on why the motor will not lower the engine?

probably a bad relay. $40 each from mercury, $10 from NAPA, $3 from ebay. All the same part, just differently packaged.
